The 2026 National Fuel Pass: What You Need to Know
As of March 15, 2026, the Government of Sri Lanka has officially reinstated the National Fuel Pass (QR Code) system. While fuel supplies remain available, the system has been brought back to manage reserves efficiently and ensure equitable distribution across the island. For tourists and international travelers, understanding this system is key to an uninterrupted road trip.
How the System Works
The National Fuel Pass assigns a unique QR code to every vehicle registered in the system. This code must be presented at any filling station before fuel can be dispensed. Each vehicle is allocated a weekly quota based on its category, which resets every Sunday at midnight.
Current Weekly Quotas (as of March 2026):
- Motorcycles & Scooters: 5 Liters
- Cars & Three-Wheelers (Tuk-Tuks): 15 Liters
- Vans & SUVs: 40 Liters
- Buses: 60 Liters
- Large Lorries: Up to 200 Liters

If you are a foreigner planning to drive or rent a vehicle in Sri Lanka, here is how you can manage the fuel system:
1. Using Your Passport for Registration
Tourists can register for a Fuel QR code using their Passport Number. Visit the official portal at fuelpass.gov.lk, select the 'Foreigner/Tourist' option, and enter your details. You will receive a QR code which you can save on your smartphone or print out.
2. Renting a Vehicle
Most reputable car rental agencies (including Welcome Sri Lanka partners) provide vehicles that are already registered with a Fuel QR code. When you pick up your rental car or tuk-tuk, ensure that the agent provides you with the digital or printed QR code associated with that specific vehicle.
3. Rent-a-Car Quotas
Vehicles registered under the 'Rent-a-Car' category often have higher or specialized quotas to support the tourism industry. Confirm your specific quota with your rental provider upon arrival.
Practical Tips for a Smooth Trip
- Save Your QR Code: Keep a screenshot of your QR code in your phone's 'Favorites' album for quick access even when offline.
- Plan Your Refills: Refill your tank when it hits the halfway mark, especially before heading into remote areas or the central highlands.
- Check Station Status: Use local apps or real-time maps to check for queues at major filling stations in Colombo or Kandy.
- Carry Cash: While many stations accept cards, some smaller stations in rural areas may only accept cash in Sri Lankan Rupees (LKR).
